Bukidnon Deer Park and Wildlife Center Reaction Paper Essay

On August 26, 2012 I visited the Bukidnon Deer Park and Wildlife Center located at San Miguel, Maramag, Bukidnon. The purpose of the trip was to look at some fascinating wild animals that live from different parts of the world and to learn more about them. The first animals I visited were the mammals. Mammals are class of warm-blooded vertebrate animals that have, in the female, milk-secreting organs for feeding the young. The animals available at the park that represents this class were the Long-tailed Macaques (Macaca fascicularis), Palawan Bear Cat (Arctictus binturong), Common Palm Civet (Paradoxuros hermaphrodites), Balabac Mouse Deer (Tragulus nigricans), Leopard Cat (Pronailarus bengalensis), Philippine Mouse Deer (Cervus marianus), and lastly the Wild Pig (Sus philippinensis). After we have visited the mammals we then go straight to the Aves. But on the way to the Aves we came along to pass by the Japanese Koi (Cyprinus carpio). These are carps with red-gold or white coloring, kept as an aquarium or ornamental pond fish, native in Japan. They were so fun to watch. Finally we arrive where the Aves are caged. Aves are two-legged, warm-blooded animals with wings, a beak, and body covered with feathers. These animals lay eggs from which their young hatch, and most of the species can fly. The animals available at the park that represents this class were the Philippine Serpent Eagle (Spilornis holospilus), Brahminy Kite (Haliastur indicus), Single-wattled Cassowary (Casuarius unappendiculatus), Dwarf Cassowary (Cassuarius bennetti), Indian Blue Peafowl (Pavo cristatus), Indian Ringneck Parakeet (Psittacula krameri), Blue-naped Parrot (Tanygnathus lucionensis), Pied Imperial Pigoen (Ducula bicolor), Nicobar Pigeon (Caleonas nicobarica), Golden Pheasant (Chrysolophus pictus), Spotted Imperial Pigeon (Ducula carola), Lady Amherst Pheasant (Chrysolophus amherstiae), Blacked-chinned Fruit Dove (Ptilinopus leclancheri), True Silver Pheasant (Lophura nycthemera), Mindanao Rofous Hornbill (Buceros hydrocorax mindanensis), Visayan Hornbill (Penelopide panini ), and lastly the African Ostrich (Struthio camelius) which I liked the most because of its beautiful eyes and long eyelashes. Ostrich is also the largest and fastest living bird. It is a two-toed fast-running bird with a long bare neck, small head, and fluffy dropping feathers. But sad to say, it cannot fly. The third and last animal I visited were the reptiles. Reptiles are animals with tough, dry skin covered with horny scales. Reptiles are vertebrates – animals with backbone. They share characteristics common to other vertebrates – fish, amphibians, birds, and mammals. But reptiles display a unique combination of characteristics that distinguishes them from other vertebrates. Like amphibians, modern reptiles are cold-blooded, or ectothermic. This means that they are unable to produce their own body heat, so they rely on the sun for body warmth, and much of their behavior is directed toward regulating their body temperature. Some of the most widespread living reptiles are turtles, lizards, snakes, crocodiles, and alligators. The park only exhibit crocodiles among the class reptilian. They have the Saltwater Crocodile (Crocodylus porosus), and the Philippine Crocodile (Crocodylus mindorensis). The Bukidnon Deer Park and Wildlife Center helped for the maintenance of these wild animals that are near to endangerment and they also hatch eggs and do breeding for these animals to survive in this cruel world. This is very important so that our next generation can still see this wonderful creatures and gain knowledge at them.

Death of An Economy

My topic deals with Pakistan, its relationship with the IMF and World Bank, and its internal problems that are causing unemployment, poverty, economic crisis and hunger. I shall be analyzing the situation using the neo-classical theory, as it is what the economists of the Pakistan government and the IMF are using to alleviate the economic instability of the country. Situated in the sub-continent, Pakistan is a low-income country, with great promise for growth. Unfortunately, it is held back from reaching middle-income status by chronic problems like a rapidly growing population, sizable government deficits, a heavy dependence on foreign aid, recurrent governmental instability and large military expenditures. It is to address these fundamental faults in Pakistan†s economy that the IMF has initiated the Structural Adjustment Programs (SAPs) in the country. This is discussed in further detail later in the paper. Like all developing countries, Pakistan†s population is largely employed in the agricultural sector, which accounts for about 48 percent of the labor force. In today†s world the Industrial and Service sectors are the largest growing areas of a developed county†s economy. Yet Pakistan only employs 39 percent of its population in Service, and a minute 13 percent in Industry. This is a paltry figure, compared to the employment statistics of a developed country. Pakistan is also heavily dependent on a single export crop, cotton. Hence the country†s fortunes rise and fall with the cotton market. It is no wonder that there are so many poverty stricken people in Pakistan. When almost half the population is involved in a very volatile market, a lot of the time, a lot of people will be burnt by price fluctuations. The country is also subject to the mercy of the weather. Focussing on a major cash crop means very little diversification. This translates to mass hunger and hard times for the agricultural sector whenever the agrarian lands are ravaged by floods, or conversely, by droughts. Even more importantly, Pakistan†s agricultural sector is marked by large landowners, controlling most of the production. Hence, only a minimal amount of the profit from exports goes to the poor people working for the large farmers. It is these people who constitute a large portion of Pakistan†s population. It is also these people who are living in abject poverty in the rural regions of the country, devoid of the right to feed their families. This is a great illustration of a theme discussed in â€Å"World Hunger, Twelve Myths.† Lappe, Collins, Rosset and Esparza discuss the commonly believed myths about why hunger and poverty exist. In it they clarify this very important point: hunger does not exist due to a shortage of available food, but because of ‘fear† and ‘powerlessness,† resulting in the ‘anguish, grief and humiliation† felt by the hungry and poverty stricken. Pakistan is a classic example of this theory. Based on a feudal system, especially in agriculture, Pakistani society is primarily controlled by feudal overlords, (a.k.a. the politicians or relatives of politicians), who own or oversee most of the agrarian land and industrial base. Being above the law, due to their political influence, these corrupt people can literally get away with murder. Thus, keeping their laborers subdued and underpaid is no hard task. Anyone who dares to complain is used as an ‘example† for potential future unrest. As a result, the people in their ‘elakhas†, (controlled lands), remain destitute in the throes of poverty, unable to help themselves due to their lack of power and the fear of the ‘thekedars†, (large landowners). By a lack of power, I refer not to a dearth of physical prowess but to a scarcity of basic human rights. These are the same rights that people in developed countries take for granted. The right to vote for whomever one feels like is missing. Instead a lot of villagers are forced to vote for the local land owner due to a combination of fear and ignorance; a fear of the repercussions of a potential loss by the feudal lord and the ignorance of any means to escape this same overlord†s wrath. Very often there is also no choice of candidates. There are very few people willing to risk their own and their families† safety by running against their subjugators. All this goes against the very nature of the free market economy that Pakistan is supposed to be running. While the IMF and World Bank are using Neo Classical theory to address the nation†s problems in the capital, half the country is still being run under the feudal system. Till this system is broken, and the immense lower classes are empowered there is not a dent that can be made in the country†s poverty and hunger issues. Rather the problem will continue to grow right under the economists† noses. Pakistan is also set back by ethnic problems, having numerous groups including Punjabis, Pakhtoons, Sindhis, Balochis and Mujahirs. Speaking different languages, the different ethnic groups do not get along very well as is witnessed by the numerous clashes between Sindhis and Mujahirs in the violence torn city of Karachi. The language barrier also translates to a lack of mobility of labor, which is a key to economic success under neo-classical theory. Hence the large sparsely populated province of Balochistan is presently under utilized. Due to a lack of available labor, industries are tough to set up. If the language/ethnic barrier could be overcome, the rich lands of Balochistan could potentially become the saviors of Pakistan†s economy. Pakistan also has a very week industrial base. Being an ex British colony it suffers from a similar problem to the one ailing a number of the African and South American countries. This issue is that the colonists never bothered building up the necessary base for industrialization. While the rest of the world was busy building this base, greedy colonists who did not care about the country and thus paid no attention to its development were exploiting countries like Pakistan. Hence Pakistan is permanently playing catch up to the rest of the developed world leaving very little money for social services to help the situation of the poor. The literacy rate in Pakistan is also very low. In 1992, the official literacy rate for the adult population was said to be a low 36 percent. Even more dismal was the statistic that listed 45 women being educated for every man. With this dearth of qualified personnel, there is no room for economic growth as there are no new minds to head the growth. Women are also the primary food producers in Pakistan. If they are not being educated, it means that they are not up to date on the latest production techniques, which in turn translates to inefficiency and the aforementioned ignorance. Once again it all ties into the powerlessness that marks the hunger and poverty-stricken. Women represent 54 percent of Pakistan†s population. If they are not allowed to exercise their rights to an education and to vote, how can the country be expected to progress? It is like asking a man with one leg to run. Like other third world countries, in Pakistan, substandard housing, inadequate sanitation and water supply, and widespread malnutrition contribute to spread of disease and to high infant, childhood, and maternal mortality. The leading causes of death are gastroenteritis, respiratory infections, congenital abnormalities, tuberculosis, malaria, and typhoid fever, all preventable diseases. Unfortunately the poor, uneducated lower classes are not given enough attention by the corrupt officials running the country, which is resulting in their situation deteriorating year by year. These, along with other economic and social issues are causing immense hunger and poverty in Pakistan. Presently Pakistan is passing through an unprecedented economic crisis, made worse by the global recession. The turmoil in domestic markets and the imbalance between resources and liabilities threatens to roll back the modest levels of economic development and industrialization that Pakistan has achieved so far. Had it not been for a reasonably strong agricultural base, the situation would be much worse. This ‘situation† has been caused by a mixture of issues, including the near sightedness of politicians and their persistence in following politically popular, but economically disastrous policies. An example of this is the detonation of a nuclear bomb a year ago. Simply to show off to India and the rest of the world, as well as to raise their local popularity, the Pakistani government decided to go ahead with an unnecessary test that brought economic sanctions against them and also cost them a lot of their aid from western countries. However, much more important have been the structural reasons underlying this deterioration, all of which have been contributing to the growing feeling of desperation the hungry and poverty stricken have been experiencing. Before this paper begins finding solutions to the problems at hand, we need to remind ourselves of the key issues. 1) One major problem that Pakistan needs to deal with is the fact that its expenses are far more than its revenues. Partly due to decades of lax fiscal management, but more because of myopic policies in its external relations, the militaristic structure of the state and the narrow vision of its rapist elite, Pakistan is Rs 100 billion short of the money to simply keep its existing machinery operational. How is a third world country supposed to develop an infrastructure when it is spending more than its net revenues on only two items, debt servicing and defense? In fact, Rs 18 billion of its defense has to be financed to borrowing. The Pakistani government has not been governing; it has simply been acting as a debt-securing agency. 2) Lately the government has been touting the fact that it has achieved the IMF imposed budget defect target. What it neglects to mention that it achieved the target through questionable means. Firstly, it drastically reduced its developmental expenditure from 7.5 per cent of GDP in the early '90s to a paltry 3 per cent, which translates to a cutback of 140 billion in present prices. A cutback of expenditure of such extent in the governments purchases of private sector goods like cement, pipes and cables and services like engineering explains why a number of private sub-sectors are at the point of closing down, operating at a vastly reduced capacity. This is adding to the issues of hunger, poverty and unemployment being faced in Pakistan. The government has also reduced the amount it givers to the provinces by Rs 30 billion, transferring some of its debt to the provincial governments. In other words the government has done nothing to resolve the issue of structural defect. 3) What†s worse is that not only has developmental expenditure been sharply curtailed, but that the scarce resources set aside for infrastructure works have been diverted to less productive investments_like the new motorway and the new Lahore airport. This massive reduction of the public sector†s developmental activities is causing a contraction in employment opportunities for Pakistan†s growing number of middle class educated youth. This is particularly serious in the areas where the private sector is unlikely to locate due to the lack of infrastructure. Thus the really poor areas continue to live in poverty due to the government†s inability to provide adequate physical and social infrastructure or create an environment for private sector investment. It has also not been able to maintain law and order and is guilty of not living up to its contractual obligations which is further discouraging foreign and domestic investment in the country. The treatment of its foreign currency account holders and IPPs last year illustrates this point. 4) Pakistan suffers from the typical problems that all third world countries suffer. One of these is massive corruption at all levels, estimated at Rs 100 billion a year. This means that a large portion of national wealth has been stolen from the poor. No wonder, the country is unable to lift itself out of the quagmire of poverty and hunger. 5) Tax evasion is another issue that the government needs to address. Successive governments have failed to establish a tax culture due to an inequitable structure, which taxes different sources differently. An example of this is provided by the large farmers who, despite now getting higher international prices for their crop, are unwilling to pay the modest levels of provincial taxes. The political leadership itself does not pay its taxes diligently. Thus, unless companies owned by sitting ministers install invoice based systems for tax accounting, it will continue to be difficult to enforce retail taxes. Also, the repeated bowing down of the government to shutter-down threats of traders and the repeated refusal of large land-owners to meet their tax obligations is increasing the burden of taxes on the helpless poor, the organized sectors, and the honest people foolish enough to pay their taxes. If the rich are not willing to meet their responsibilities, how are the poor supposed to survive? 6) There is the additional problem of a gap of between 5 an 6 per cent of GDP per year between domestic national savings and investments which translates to approximately Rs 150 billion being financed from external borrowing. This further adds to the crippling debt that is allowing the IMF and World Bank to interfere in the formulation of domestic economic policies. 7) The external debt of around US$ 34 billion is more than 50 per cent of GDP, and four times the annual foreign exchange earnings. Pakistan can neither repay nor service this debt. So far I has only postponed the inevitable, default by piling up further debts at abominably high rates. 8) Pakistan†s exports compromise 0.2 per cent of world exports and diversification from a single crop economy has remained an elusive dream. Therefore to hope for exports to be the driving force of economic recovery, as the government is doing, would require an astronomical rise in exports, and the price of cotton. In other words it is impossible. 9) The country†s ability to export is also affected by sluggish world trade, which coupled with an over valued currency, is rendering Pakistan†s exports uncompetitive. With the rise in the price of oil, the gap between import bills and export receipts is widening. 10) Until now this gap has been met with remittances and short-term borrowing. But due to a decline in remittances for a number of reasons and Pakistan†s declining credit, this is no longer an option. It therefore seems that it is impossible to maintain the present levels of growth rates and imports as well as meet debt servicing. 11) Public sector industries are also deeply in the red due to over-manning, corruption, and the protection given to large defaulters of utilities. The combined debts of just WAPDA and KESC, (which deal with electricity and gas respectively,) are Rs 91 billion while the loans of 18 public sector enterprises is close to Rs 250 billion. 12) The government is offering 15 to 18 per cent interest rates on its saving schemes which is far to high for it to be able to generate high enough returns to service the debt and still have enough left over to finance developmental activities. 13) Most of Pakistan†s industry faces the issue of negative or nominal growth, while value-added industry is operating at 30% below capacity. The limited growth is due to a lack of comparative advantage, the lack of credit availability and a high interest rate. Despite inflation being well below double digits, interest rates are as high as 15 to 18 per cent on loans! This is too high to keep the present economy afloat, let alone raise it to a maintainable level of growth. 14) There is also a lack of confidence in the government by the private sector. How can a government that cannot even handle domestic peace issues be expected to turn around an economy that is in the throes of a downward spiral? Therefore the private sector has been occupied in short-term trading and currency speculations which do nothing for growth or the welfare of the state. 15) An obvious result of this situation is that the disparity between the rich and the poor has grown. The share of the poorest 20 per cent of households has fallen to 7 per cent while the richest 20 per cent are receiving over 45 per cent. The low rate of economic growth and the high rate of inflation over the last few years have left the poor with no buying power resulting in almost a third of the population living below the poverty line. There is also anger amongst the poor about the fact that the incidence of increased taxation has been heaviest for them; expenditures on services for them have declined. Social tensions are rising with the growth of the absolute number of poor, illiterate and jobless, as employment opportunities and wages decline due to the stagnating economy. Such conditions are hardly conducive to political and social stability, without which growth will remain a distant dream. On top of all of this, Pakistan is plagued by the curse of the IMF and World Bank. Constant defects in the current account of the balance of payments and depleting foreign exchange reserves is causing the extension of credit to become an exercise in haggling and bargaining. Each time there are negotiations along with a string of conditions attached to the loan. The release of credit is then delayed until each and every condition of the IMF has been met. The only way that Pakistan can now secure loans and vital extensions on its debt is to institute the Structural Adjustment Programs that have been drawn up by IMF economists. The problem is that the benefit of these programs is questionable. Most countries have suffered immensely from them. Instead of improving the economy, these programs have been destroying them. Unfortunately, like other countries that have yielded to the them, Pakistan is virtually being taken over by the IMF, along with the World Bank.

President Obama became self-conscious about his race when he was a young teenager (Barack Obama Biography, 2011). He wondered why being black was looked down on by some white people. This is significant because President Obama is leading America during an age when ethnic minorities are the new majorities in several major metropolitan regions. America is a more ethnically diverse place and it is important that there are people in leadership that have experienced discrimination first hand. Some minorities think the Barack Obama should do more for them than he has while he has been in office. There may be few legislative victories he can point to, but it is good to have an ethnically mixed President so the issue of race can be discussed in a more constru ctive way than in the past in America. Barack is an important President for our day and age because he is a minority and that helps all Americans know that minorities are capable of sound judgment and capable leadership. Barack Obama’s parents divorced when he was two years old. He then moved to Indonesia and lived with his step-father, mother and step-sister for several years. This is a second reason that President Obama is uniquely qualified to be our President. He is the only President in the history of the United States to have lived in a Muslim country for any period of time. America’s relations with the Muslim world are at an all time low in many respects. We still have close allies such as Saudi Arabia, Qatar, Bahrain and Yemen. But many Muslim countries hate America and Americans. Having experienced Muslim culture first hand, President Obama is in a strong position to understand the Muslim world. He knows from first hand experience that not all people in the Mu slim world are bad. He understands that the vast majority of Muslims are peaceful people that want peace with America. Poverty in the UK Essay In 1886, Charles Booth investigated the extent of poverty in London. His was the first systematic sociological study of poverty in the UK. The results, presented in 1902-3, documented the living and working condition of the London poor. Adopting a relative approach to poverty — which was defined as the inability to meet the usual standard of life — Booth estimated that the level at which poverty set in for a family of two adults and three children was 21 shillings per week (? 1. 05 today). Booth estimated that 30. 7 per cent of Londons total population were in poverty. Around the same time, adopting an absolute perspective on poverty, Seebohm Rowntree investigated the state of the poor in the city of York in 1899. He highlighted the minimum standard of living which fulfilled peoples biological needs for food, water, clothing and shelter. This is also referred to as the subsistence level. Rowntree subsequently drew up a list of those minimum personal and household necessities required for survival and established two categories of poverty. Primary poverty is when the person is unable to acquire the minimum necessitates, secondary poverty is when a portion of the persons total earnings is absorbed by other useful or wasteful expenditure such that it is not possible to maintain the minimum standard. Poverty can be defined in several ways, Booth took a relative approach and Rowntree took an absolute approach. In the post-war era, there has been a more pronounced shift from viewing poverty as predominantly a monetary and economic phenomenon to regarding and acknowledging its more qualitative and subjective aspects. By the end of the 1950s, the period of rationing and shortages was over and, with almost full employment, the UK seemed ‘never to have had it so good’. Yet, by the 1960s, a number of social policy academics close to the Labour Party (such as Tawney and Townsend) raised the issue of the continuing existence of poverty in a period of greater prosperity. Townsend questioned absolute definitions of poverty (such as those of Rowntree) which were outdated and failed to take account of the problems some people had in fully participating in society. Townsends definitive work on poverty in the UK in 1979 (Townsend 1992) went beyond an absolute definition based on physical needs, to view poverty in relation to a generally accepted standard of living, in a specific society, at a particular time. Individuals can be said to be in poverty when they lack the resources to obtain the types of diet, participate in the activities and have the living conditions and amenities which are customary, or at least widely encouraged and approved, in the societies which they belong. (p. 31) Townsend suggested a definition that was closer in tune to the concept of citizenship — poverty constituted a lack of resources that would enable a person to able to participate in the normal expectations and customs of a society. This kind of definition also would imply that the indicators of poverty can change over time in order to embrace changes in society. In the 1960s, Townsend used the example of not being able to afford a proper Sunday lunch as an indicator of poverty. The idea of a Sunday roast meal might not be so relevant today because of changes in family life and the way people gather together, and therefore is not so much an integral aspect of what people can be expected to do normally. On the other hand, Townsends indicator of giving presents to near members of the family for birthdays or Christmas still holds. In his 1979 work, Townsend identified twelve items he believed were be relevant to the whole population, and gave each household surveyed a score on a deprivation index. The higher the score, the more deprived was the household. Townsend calculated that 22. 9 per cent of the population fell under the threshold of deprivation (Giddens 2006). When talking about poverty, researchers usually base their work on measures of deprivation rather than the identification of poverty by itself. The existence of deprivation is taken as a surrogate for the existence of poverty. People are said to be deprived materially and socially if they lack the material standards (diet, housing ad clothing) and the services and amenities (recreational, educational, environmental, social) which would allow them to participate in commonly accepted roles and relationship within society. The compass of poverty is complex, embracing the unemployed, those on low pay or in insecure work, the sick, the elderly, and the unskilled. Some minority ethnic groups also come into the picture, for example, Pakistanis and Bangladeshis in the UK have, in general, high rates of poverty compared to other groups (Giddens 2006). Absolute poverty assumes that it is possible to define a minimum standard of living based on a persons biological needs for food, water, clothing and shelter. The emphasis is on basic physical needs and not on broader social and cultural needs. Rowntrees studies of poverty in York in 1901, 1936, and 1951 used such an approach to poverty. But another way of viewing poverty is of relative poverty, which goes beyond biological needs, and is not simply about a lack of money but also about exclusion form the customs of society. Relative poverty is about social exclusion imposed by an inadequate income. Social exclusion is a broader concept than poverty encompassing not only low material means but the inability to participate effectively in economic, social, political and cultural life, implying alienation and distance from the mainstream society (Giddens 2006). Social exclusion may both be a precursor to poverty and an important consequence of it. In 1984, Mack and Lansley study established that the poverty threshold covered not only the basic essentials for survival (such as food and shelter) but also the ability to participate in society and play a social role: for the first time ever, a majority of people see the necessities of life in Britain in the 1980s as covering a wide range of goods and activities, and people judge a minimum standard of living on socially established criteria and not just the criteria of survival or subsistence. (Mack Lansley 1985 : 55) In the 1980s, the discussion of poverty turned increasingly to the notion of polarisation and to the shrinking portion of the UK cake held by the poorest. Poverty and wealth are not simply the bottom and top of the income distribution, they are polarised social conditions (Scott 1994). Income polarisation was also compounded by a number of policy measure introduced in the 1980s, such as a reduction in the level of income tax for high earners and increasing use of indirect taxes. Academics showed that polarisation and social disparities were growing between those who had benefited from the measures of the successive Thatcher administrations and those who had lost out, while the Thatcher government as the time tried to deny the excesses of Thatcherism. According to an analysis of the Child Poverty Action Group, in the regime of Margaret Thatcher, more than 63 billion has been transferred in subsidies from the poor to the rich (Oppenheim and Harker 1996) Research in the 1990s on the distribution of wealth and poverty in the UK has been produced under a Joseph Rowntree Foundation research initiative. This research highlighted that the number of people living in households with under half the national average income fell between the early 1960s and 1970s from five million to three million, but then rose to eleven million in 1991, to a point where one in five households were living on under half the national average income. The number of individuals under 60 living in households without paid work has more than doubled from 4.1. million, or 8 per cent, in 1979, to 9. 4 million, or 19 per cent by the mid 1990s. This has been accompanied by a widening gap in the incomes of households in paid work and those out of paid work. In 1997, 12 million people in the UK (almost 25% of the population) lived below the poverty line, defined as under half the average wage, and two out of five children were born poor. Today, according to OECD (Organisation for Economic cooperation and Development), Britain has one of the worst poverty records in the developed world (Giddens 2006). According to the latest available statistics, nearly 1 in 4 people in the UK – amounting to 13 million people – live in poverty. This includes nearly 4 million children – signifying a shocking 1 in 3 ratio (Oxfam GB 2003). The explanations that have been offered as causes of poverty fall under two categories, individualistic theories and structural theories. Here we will focus on the former. Individualistic theories identify the main causes of poverty within individuals themselves. Social and cultural factors are not entirely discounted, but more emphasis is place on inappropirated individual behaviours. There are three main types of individualistic theories. Orthodox economic theory: This theory proposes that poverty can be explained by the economic deficiency of the individual . Harold Lydall argues that the general abilities of men in the labour force determine the distribution of incomes. These abilities are assumed to be created by genetic, environmental and educational factors. To reduce poverty, policies need to target individuals own value systems, to develop their own personal qualities in a manner that makes them more capable and efficient. The individual is poor because he has not maximised his true potential in the labour market. Minority group theory: Minority group theory originate from the earliest studies of poverty based on the findings of Booth and Rowntree. These pioneering social scientists did not attempt to discover the causes of poverty, merely the characteristics of certain groups of poor people. Minority group theory has largely constructed its explanation for poverty through examining the characteristics of the poor for example, being old, being married with dependent children. Going beyond such demographic indicators, the theory implicates alleged faulty’ characteristics. The classification of ar-risk groups has prompted policy makers to implement a benefit system to ensure that the most basic of needs are met, without encouraging idleness or apathy. The poverty policies of successive governments have often informed by minority group theory. Subculture of poverty theory: Subculture of poverty theory is derived form a number of anthropological and sociological studies, particularly, the work of Oscar Lewis. It was Lewis who in 1959 introduced the term the culture of poverty in an effort to draw an analogy between the Mexican lower class families and those in other parts of the world. He attempted to explain the phenomenon of the persistence of poverty in different countries. The basic idea has its roots in the Chicago School of Sociology and the work of Robert E. Park. According to Park the patterns of the neighbourhood, and the slum in particular, once they come into being, take on a life of their own and are to a great extent self-generating and self-perpetuating. A sociological process known as labeling also underpins this phenomenon. Labelling somebody negatively may also lead to increased surveillance or segregation from the wider community which further increases (and even creates) the predicted behaviour (Fulcher and Scott 2001). These processes, whereby people tend to live up to the expectation of others are known to be self-fulfilling. Oscar Lewis implies a similar understanding in his formulation of the notion of the culture of poverty. Lewis claimed that poverty affected the very personality of slum dwellers. The poor tend to be at once apathetic yet alienated, happy-go-lucky yet miserable. Other negative characteristics that mark the psychological orientation of poor people include laziness, being unambitious, being disorganised, and fatalistic. To fight poverty at its roots, such psychological tendencies need to be gradually eroded, with more positive attitudes taking their place. Much work also needs to be done on making the destitute people more attractive to their potential employers, in terms of skills and educational qualifications. Substantial and sustained reductions in poverty depend on raising the level of qualifications among older teenagers and young adults in the bottom quarter of educational achievement. World War II Essay Within the first 15 years, Soviet Russia used veto power 56 times. The Western powers, in retaliation, have similarly abused it for their own interest. Thus Big Powers have made it impossible for the United Nations to restore peace on various occasions. Above all, the collective security is the main purpose of the UN. But, as various incidents have proved, the member-nations are more interested in their own security than in collective security as such. The relation between what Fredrick Schumann calls ‘Marx land’ and ‘Freeland’ has been far from cordial and even hostile at the end of World War II. This was due, according to some, to the division of the world into two camps one led by the Soviet Union and another by the U. S. A. This bi-polar interpretation of world-politics failed to take into consideration the existence of neutral nations like India, Indonesia, Egypt and other states which had disassociated themselves from joining in any one of the camps. This two camp- theory gave birth of the cold war. The cold war was kept alive by the rivalry of Soviet bloc and Western bloc to gain the hegemony of the world. The Western bloc looked upon the communist countries as totalitarian states and the neutrals as misguided. The communist countries, on the other hand, considered the capitalists states as seeking to exploit the underdeveloped countries for profit and frantically trying to maintain their hold over areas producing raw material. Their mutually opposing views had produced rivalry in the post-World War II period which is known as cold war era. The first victim of the cold war was the United Nations organization. As soon as the giants fell out the ‘Big Five’ failed to reach agreement. The Soviet Union was the only state from the communist block. In other word the Soviet ‘veto’ prevented the actions that the western countries desired to take on many questions. The Greek question, the Trieste issue and the question of admission of new members created much difference. It paralyzed U. N. action and by the end of 1946 it became clear that the United Nations will not be able to carry the responsibility conferred upon it by the Charter. The establishment of people’s Democracies in Eastern European countries brought with the Russian sphere of influence nearly 120 million people. The Soviet Union denounced the western powers as war mongers. The Soviet Union was accusing the western powers of an attempt to encircle her to counteract which she entered into alliance with the People’s Democracies and strengthened her defenses and maintain peace in Europe. Warsaw Pact was coming as a reaction of NATO in the year 1955. Warsaw Pact was signed by the central and eastern European communist countries like Romania, Bulgaria, Hungary, Poland, East Germany, Czechoslovakia, Albania and Soviet Russia. Warsaw Pact had two branches – one is Political Consultative Committee (use for non military purpose) and other is Unified Command of Pact Armed Forces. The main aim of this pact was that, if one of the member countries of this pact were attacked by the western powers then all the member countries will defend victim countries and at the same time they defend one another. The creation of the North Atlantic Treaty Organization (NATO) is fundamentally the outcome of fear psychology. The establishment of communist holds over Eastern Europe and the possibility of further expansion of Soviet communism produced the Western response in the NATO. It was felt by the policy-makers in U. S. A. the war-torn Europe was not in a position to act as a deterrent on the Russian shadow over the continent. Similarly the CEATO, MEDO, ANZUS and other military groups created by America in order to resist any type of communist aggression. According to the terms of these treaties, if any of the signatories fall victim of any communist attack, others will come forward in order to prevent the aggression. These military treatise have also undermined the importance on UN, because there existence implies that the signatories have not believed on the assurance of the UN that it would guarantee collective security of any member in case of any aggression. Conclusion It is thus amply clear that the conflicting interests of the big powers paralyzed the League of Nations. Mellowed by its sordid experience, the makers of the UN made so many improvements in the Charter of the UN. But, the conflicting ideology and political interest of the super-powers have similarly weakened the United Nations. Their self-interests have been reflected both inside and outside the UN.
